\u201cNo one in this room is immune to noncommunicable diseases,\u201d<\/strong> declared the President of the United Nations General Assembly, Annalena Baerbock<\/strong>, as she opened the high-level meeting on noncommunicable diseases (NCDs) and mental health<\/strong> on Thursday, held on the sidelines of the UN\u2019s annual General Debate.<\/p>\n<\/blockquote>\n

After five months of negotiations<\/strong>, co-facilitated by Luxembourg<\/strong> and Saint Vincent and the Grenadines<\/strong>, heads of state and government, along with health ministers, overwhelmingly endorsed the first-ever global UN political declaration<\/strong> on NCDs and mental health. However, due to the lack of full consensus, its formal adoption has been postponed until October<\/strong>.<\/p>\n

On behalf of the Secretary-General, Amina J. Mohammed<\/strong>, UN Deputy Secretary-General, recalled that these diseases cause \u201cmore than 43 million deaths each year<\/strong>,\u201d the vast majority in low- and middle-income countries, while mental disorders \u201caffect over one billion people worldwide and remain the leading cause of death among adolescents<\/strong>.\u201d<\/p>\n

\n

\u201cNCDs and mental disorders can be prevented and treated. We have the tools. What is needed is commitment, speed, and scale,\u201d<\/strong> emphasized Dr. Tedros Adhanom Ghebreyesus<\/strong>, Director-General of the World Health Organization (WHO)<\/strong>.<\/p>\n<\/blockquote>\n

\n

Concrete and Achievable Goals<\/h3>\n

According to Dr. Tedros, the political declaration \u201cis the strongest yet, with ambitious, measurable, and achievable targets.\u201d<\/strong><\/p>\n

\n

\u201cBy 2030, we aim to have 150 million fewer tobacco users, 150 million more people with controlled hypertension, and 150 million more people with access to mental health care,\u201d<\/strong> stated Martine Deprez<\/strong>, Luxembourg\u2019s Minister of Health and Social Security, during the high-level meeting.<\/p>\n<\/blockquote>\n

\u201cThe political declaration encourages us to take action to combat the stigma surrounding mental health,\u201d<\/strong> the European minister added, welcoming the special emphasis placed on mental well-being.<\/p>\n

The declaration also includes measurable targets<\/strong> in several areas, including the availability of essential technologies and medicines<\/strong> in primary health care facilities, and the establishment of monitoring systems<\/strong> to track progress.<\/p>\n

It further encourages member states to leverage technology<\/strong> to better prevent and treat NCDs and mental health conditions, while calling on the private sector<\/strong> to increase its contribution to this global effort.<\/p>\n

\n

Learning from the Past<\/h3>\n

The commitments outlined in the declaration are informed by the experiences and needs of people living with NCDs and mental health conditions<\/strong>, as well as those of vulnerable populations affected by climate change<\/strong>, small island developing states<\/strong>, and people in humanitarian crises<\/strong>.<\/p>\n

They also take into account the lessons learned from the COVID-19 pandemic<\/strong> and address emerging global challenges by broadening the scope of NCD responses to include oral health, lung health, childhood cancers, liver and kidney diseases, and rare diseases<\/strong>.<\/p>\n

The declaration further recognizes environmental risk factors<\/strong>, such as air pollution<\/strong>, polluting cooking fuels<\/strong>, lead exposure<\/strong>, and hazardous chemicals<\/strong>.<\/p>\n

It also acknowledges the growing digital risks<\/strong> linked to social media exposure<\/strong>, excessive screen time<\/strong>, harmful content<\/strong>, and the dangers of misinformation and disinformation<\/strong>.<\/p>\n

Other measures highlighted include the regulation of e-cigarettes and new tobacco products<\/strong>, restrictions on marketing unhealthy foods to children<\/strong>, front-of-pack food labeling<\/strong>, and the elimination of trans fats<\/strong>.<\/p>\n

\n

\u201cThe Time for Action Is Now\u201d<\/h3>\n
\n

\u201cWords on paper must translate into sustained action and measurable impact,\u201d<\/strong> said Dr. Tedros, urging all countries to invest more in prevention<\/strong>, as \u201chealth does not begin in clinics and hospitals \u2014 it begins at home, in schools, on the streets, and in the workplace.\u201d<\/p>\n<\/blockquote>\n

\n

\u201cThe time for action is now. The political declaration is our roadmap \u2014 let\u2019s implement it,\u201d<\/strong> urged Luxembourg\u2019s Health Minister<\/strong>, calling on her counterparts to accelerate progress in preventing and controlling NCDs<\/strong>, in the interest of the health and well-being of all<\/strong>.<\/p>\n<\/blockquote>\n
